Emanuel has published multiple articles and perspectives in NEJM on health policy, bioethics, and resource allocation. Most notably, his 2020 paper with Govind Persad et al. 'Fair Allocation of Scarce Medical Resources in the Time of Covid-19' became a foundational reference for pandemic triage policies. He also co-authored a 2010 NEJM piece with Peter Orszag arguing the ACA would significantly reduce costs.
