He served as chair of the NIH Clinical Center's Department of Bioethics, was a special adviser for health policy in the Obama administration, and is a senior faculty leader at the University of Pennsylvania, where he serves as Vice Provost for Global Initiatives and holds the Diane v.S. McCaughey published a New York Post op-ed on July 24, 2009, labeling Emanuel a 'Deadly Doctor' and claiming he advocated that 'medical care should be reserved for the non-disabled.' She selectively quoted his Hastings Center Report and Lancet articles out of context. The New York Times reported she 'largely quoted his past writings out of context.'
