Silverstein co-founded the IEDC in 1992 with Larry Tisch (CBS owner), Sy Syms (retailer), and Robert Tishman (developer). The IEDC was described as an offshoot of the Institute for Advanced Strategic and Political Studies (IASPS), sharing personnel, legal counsel (David Yerushalmi), and funding sources. The IEDC sought to establish a free-trade zone in the Negev, which Silverstein had proposed in 1989, promising 20,000 jobs. In 1995, Marianne Gingrich (wife of House Speaker Newt Gingrich) was hired as IEDC Vice President at $2,500/month. The IEDC became entangled in a two-year FBI investigation (1995-1997) involving alleged bribery schemes.
