Ephraim Shore co-founded the Hasbara Fellowships program, which was established in partnership with the Foreign Ministry of Israel to train students in pro-Israel advocacy and hasbara. After immigrating to Israel in 1998, he dedicated much of his time to establishing the program's Israel office, which grew to become the largest network of pro-Israel activists on campuses throughout the U.S. and Canada. The program trained over 1,000 student leaders on more than 100 campuses. Shore remained a Co-Director as of 2006.
