As National Security Advisor, Condoleezza Rice chaired the Principals Committee — the most senior interagency body of the National Security Council. The committee included Vice President Cheney, Secretary of Defense Rumsfeld, Secretary of State Powell, CIA Director Tenet, and Attorney General Ashcroft. Under Rice's chairmanship, the Principals Committee made some of the most consequential — and controversial — decisions of the post-9/11 era, including authorizing the CIA's enhanced interrogation program (waterboarding, stress positions) and deliberating on the invasion of Iraq. The committee's deliberations on torture were so sensitive that Ashcroft reportedly asked 'Why are we talking about this in the White House?'
