About
The Potomac Institute for Policy Studies (PIPS) is an independent, 501(c)(3) not-for-profit public policy research institute (think tank) headquartered in Arlington, Virginia. Founded in 1994 shortly after the disbandment of the Congressional Office of Technology Assessment (OTA), PIPS was established with the intent to assume some of the analytical functions previously performed by OTA, focusing on the intersection of science, technology, and public policy. The institute conducts research and provides policy recommendations on critical issues including national security, emerging technologies, global threats such as terrorism, extremism, and Islamic radicalism, and the implications of scientific advancements for governance and society. Its work spans specific topics like biotechnology, cybersecurity, counterterrorism strategies, and the societal impacts of artificial intelligence and other innovations. PIPS emphasizes objective, evidence-based analysis to inform policymakers, bridging the gap between technical expertise and decision-making processes. As a non-partisan organization, PIPS maintains a commitment to independence and engages in a wide range of activities including publishing reports, hosting events, and collaborating with government, academic, and private sector entities. The institute continues to operate actively, producing publications and opinions on contemporary issues.
