Philip Zelikow has been one of Condoleezza Rice's closest intellectual and professional collaborators for over three decades. They co-authored 'Germany Unified and Europe Transformed: A Study in Statecraft' (1995) and 'To Build a Better World: Choices to End the Cold War and Create a Global Commonwealth' (2019). When Rice became Secretary of State in 2005, she appointed Zelikow as Counselor of the Department of State — a senior advisory role. Critically, Zelikow also served as Executive Director of the 9/11 Commission (2003-2004), the very body that investigated Rice's handling of pre-9/11 intelligence — raising conflict of interest concerns given their close personal and professional relationship.
