Make America Number 1 (MAN1) was a highly influential Republican super PAC founded in 2015 as 'Keep the Promise I' to support the presidential campaign of Senator Ted Cruz. It was primarily bankrolled by the Mercer family, with billionaire hedge fund manager Robert Mercer personally contributing approximately $15.5 million out of total receipts exceeding $19.5 million during the 2016 cycle. Following Cruz’s withdrawal from the primary, the PAC was repurposed in June 2016 to support Donald Trump’s general election campaign, focusing heavily on independent expenditures targeting Hillary Clinton. It informally operated under the moniker 'Defeat Crooked Hillary PAC' and became a central node in the Mercer-led influence network, integrating data analytics and media strategy into the Trump campaign. The PAC served as a professional bridge between the Mercer family's ideological projects and Trump campaign leadership, with high-ranking members including Kellyanne Conway and Steve Bannon eventually taking senior roles in the campaign. MAN1 also maintained deep operational ties with Cambridge Analytica and Breitbart News, creating an integrated pipeline for donor money, data-driven voter targeting, and conservative messaging. After shifting focus to oppose Hillary Clinton, Rebekah Mercer assumed operational control in September 2016, effectively replacing David Bossie who left to join the Trump campaign. The PAC invested heavily in anti-Clinton media buys and leveraged data analytics services from Cambridge Analytica, the Mercer family-owned firm that simultaneously worked for the Trump campaign, prompting multiple complaints and investigations into potential illegal coordination between the super PAC and the candidate's team.
