Joyce Marie Beatty, born on March 12, 1950, in Dayton, Ohio, is an American politician and Democrat serving as the U.S. Representative for Ohio's 3rd congressional district. Before entering Congress, she served in the Ohio House of Representatives for the 27th district from 1999 to 2008, including as House Minority Leader from 2006 to 2008. She also held the position of President of the Ohio Consumers' Counsel from 1991 to 1999 and was Senior Vice President for Outreach and Engagement at Ohio State University from 2008 to 2011. Beatty chaired the Congressional Black Caucus from 2021 to 2023. Her career also includes roles as a businessperson and university teacher.
