Dick Cheney office directed the Office of Legal Counsel, where John Yoo served as Deputy Assistant Attorney General, to produce legal memoranda justifying enhanced interrogation techniques. Yoo authored the August 1, 2002 Torture Memos that redefined torture to require pain equivalent to organ failure or death, and declared that waterboarding did not violate the Torture Statute. Cheney later referred to Yoo and his boss Jay Bybee as lawyers who did what we asked them to do. In 2012, the Kuala Lumpur War Crimes Commission found Cheney and Yoo guilty of war crimes in absentia.
