The Jewish National Fund Funding Structure refers to the institutional and financial mechanisms through which Keren Kayemeth LeIsrael - Jewish National Fund (KKL-JNF), a private organization, manages its extensive land holdings in Israel and channels a portion of its revenues to the World Zionist Organization (WZO). KKL-JNF owns approximately 13% of the land in Israel. Under a 1961 covenant with the State of Israel, KKL-JNF's lands are managed by the Israel Land Authority (ILA), alongside state lands. A key aspect of this structure is the transfer of significant funds from KKL-JNF to the WZO, particularly its Settlement Division, derived from land sales, leases, and development revenues. This arrangement allows KKL-JNF to operate with a unique quasi-governmental status, benefiting from tax exemptions and state cooperation while maintaining its private organizational structure.
