The Honest Elections Project (HEP) is a conservative nonprofit organization and advocacy initiative focused on election integrity and voting policy. It opposes expanded mail-in voting, advocates for stricter voter ID laws, purging invalid voter registrations, and promoting bans on foreign funding in ballot initiatives. Launched in 2020 as a fiscally sponsored project and legal alias of the 85 Fund (a 501(c)(3) organization formerly known as the Judicial Education Project), it is part of Leonard Leo's network of dark money groups funded by anonymous donors. HEP has run ad campaigns against mail-in voting, filed amicus briefs in election-related lawsuits, sent letters threatening legal action against election officials for alleged bloated voter rolls, and developed model legislation for states to ban foreign money in ballot measures. It supports the independent state legislature theory and has been criticized for stoking fears of voter fraud using misleading data.
