The Helsinki Accords, also known as the Final Act of the Conference on Security and Co-operation in Europe (CSCE), is a 1975 diplomatic agreement signed by 35 nations at the conclusion of the third phase of the CSCE, following two years of negotiations known as the Helsinki Process. It addressed security, economic cooperation, and human rights in Europe but was not a binding treaty and did not require parliamentary ratification.
