Harold Dallas 'Hal' Rogers is an American politician and lawyer who has served as the U.S. Representative for Kentucky's 5th congressional district since 1981, making him one of the longest-serving members of Congress. A Republican, he has chaired the influential House Appropriations Committee, playing a key role in federal budget decisions and directing substantial federal resources to his district. Prior to his congressional service, Rogers worked as an attorney in Pulaski and Rockcastle counties and served as commonwealth's attorney. He has also served in the National Guard for Kentucky and North Carolina.
