Executive Order 13876, titled 'Imposing Sanctions With Respect to Iran,' was issued by President Donald Trump on June 24, 2019. It authorizes the Secretary of the Treasury, in consultation with the Secretary of State, to impose sanctions on persons determined to operate in the construction, mining, manufacturing, or textiles sectors of the Iranian economy, or to have knowingly sold, leased, or provided material support to entities in those sectors. The order builds on prior actions like EO 13871 targeting Iran's metals sectors. Its purpose is to deny the Iranian regime revenues used to fund its nuclear program, ballistic missile development, support for terrorism and terrorist proxies, and malign regional influence, as part of the administration's 'maximum pressure' campaign against Iran. Implementation by OFAC has included designations of entities in those sectors and senior Iranian officials acting on behalf of or appointed by Supreme Leader Ali Khamenei, such as Ali Shamkhani and others, in January 2020.
