Evan Maureen Ryan (born April 18, 1971) is an American diplomat, government official, and public servant with a distinguished career in U.S. government service, particularly in foreign affairs, legislative relations, and intergovernmental coordination. She graduated from Barnard College with a Bachelor of Arts degree in 1993 and earned a Master of Public Policy from Harvard University's John F. Kennedy School of Government in 2001. Her early career included positions in the Clinton administration, where she served as a special assistant in the White House Office of Cabinet Affairs. She is married to Antony Blinken, the U.S. Secretary of State, since 2002, and they have three children together.
