Elaine Goodman Luria is an American politician, naval officer, and engineer who served as the U.S. Representative for Virginia's 2nd congressional district from 2019 to 2023. A Democrat, she represented a district encompassing much of Hampton Roads, including Virginia Beach, Williamsburg, Poquoson, and parts of Norfolk and Hampton. Luria entered politics after a 20-year career in the U.S. Navy, where she rose to the rank of commander as a Surface Warfare Officer and nuclear engineer. She deployed six times, including operations in the Middle East and Western Pacific aboard destroyers, cruisers, and aircraft carriers, with two forward deployments on ships stationed in Japan. Before her congressional service, Luria commanded sailors, started a small business, and raised a family, experiences she highlighted in her campaigns.
Luria's political career began with a narrow victory over Republican incumbent Scott Taylor in the 2018 midterm elections, flipping the seat from Republican to Democratic control. She won re-election in 2020 but lost her bid for a third term in 2022 to Republican Jen Kiggans. During her tenure in Congress, Luria served on the House Armed Services Committee, where she was involved in testimonies and discussions on national security and bipartisanship, including post-January 6 political dynamics. She testified in relation to legal matters involving figures like Heidi Beirich. Post-Congress, Luria has remained active in public discourse on military and political issues, drawing on her extensive naval background and engineering expertise.
