About
David Ray Lewis is an American former politician and lifelong Harnett County resident who served as a fourth-generation tobacco farmer. He represented District 53 (Harnett County) as a Republican member of the North Carolina House of Representatives for nine terms from 2003 until his resignation on January 15, 2020, following a December 2019 guilty plea to two felony charges: aiding and abetting failure to file a 2013 state income tax return and making a false statement to a financial institution in 2015. For the offenses, he received a suspended six-month sentence, 24 months of supervised release (probation), 24 hours of community service, and fines exceeding $11,000, avoiding prison time. The convictions ended his legislative career amid ongoing scrutiny over his role as the primary architect of North Carolina's controversial 2011 redistricting plans and 2016 maps, which were declared unlawful partisan and racial gerrymanders by federal courts in cases like Covington v. North Carolina. During his tenure, he rose to become one of the most powerful figures in the General Assembly, serving as Chairman of the influential House Rules Committee and Senior Chair of the House Redistricting Committee. He famously admitted in a 2016 hearing that the maps were drawn to favor 10 Republicans and 3 Democrats because he did not believe it was possible to draw a map favoring 11 Republicans. Elected as North Carolina Republican National Committeeman in 2016, he resigned that position alongside his House seat. The scheme involved funneling approximately $65,000 from campaign donor money into his personal accounts to support his struggling family farm, using a fictitious entity called 'NC GOP, Inc.' to disguise the transfers, with a documented loan from John Gray in public records. Lewis maintains personal ties to figures like Rep. Brent Jackson and professional collaborations with Speaker Tim Moore and GOP redistricting strategist Thomas Hofeller. His father, Donnie Ray Lewis, ran a successful agribusiness that served as the financial and social foundation for David's political career. After politics, David Lewis transitioned to private business as co-owner of Quality Equipment, LLC, a large John Deere dealership network in Dunn, NC, and previously served as president of Harnett Tractor Company Incorporated. No further legal matters or investigations are publicly documented post-2020, though his gerrymandering work remains under historical litigation review.
