About
Curtis (Curt) L. Coy is a retired senior federal executive, U.S. military veteran, and career VA official. He graduated from the U.S. Naval Academy in 1975 and served 24 years as a Surface Warfare and Supply Corps officer in the U.S. Navy, following enlisted service in the United States Air Force. Prior to joining the VA, he spent nearly 11 years as a senior executive at the U.S. Department of Health and Human Services (HHS), including as Deputy Assistant Secretary for Administration at the Administration for Children and Families (overseeing 70 national social service programs with a $47 billion grants budget), Director of the Programs Support Center (a $500 million fee-for-service organization), and Deputy Commissioner and Chief Financial Officer at the Food and Drug Administration. He also worked as a Senior Managing Consultant at PricewaterhouseCoopers for nearly 7 years. In the VA, Coy served as the inaugural Deputy Under Secretary for Economic Opportunity in the Veterans Benefits Administration (VBA) from May 9, 2011, to December 2017, overseeing programs such as GI Bill education benefits, vocational rehabilitation and employment services for wounded warriors and disabled veterans, VA home loan guaranty services, veterans' transition and employment initiatives, and VBA collaboration with Department of Defense programs. Additionally, he served as Deputy Under Secretary for Health for Community Care, where he was a key implementer of the VA Choice Program and MISSION Act. Coy has teaching experience as an Adjunct Associate Professor at the University of Maryland University College (UMUC) Graduate School of Management and Technology and as an adjunct professor at two community colleges. His awards and honors include the Western Area Veteran Education Specialists (WAVES) Bill Pearson Outstanding Lifetime Achievement Award, National Association of State Approving Agencies (NASAA) Lifetime Leadership Award (second recipient), Presidential Rank Award, Surgeon General of the United States’ Medallion, HHS Secretary's Distinguished Service Award, military decorations such as Meritorious Service Medals, Commendation Medal, and Achievement Medals, and fellowships in the National Academy of Public Administration and National Contract Management Association, as well as listings in the International Who's Who of Professionals, Who's Who in America, and Who's Who Historical Society. Personally, he is a devoted husband to Denise and a father and grandfather.
