About
Craig Holman, Ph.D., is Public Citizen's Government Affairs Lobbyist specializing in campaign finance reform, governmental ethics, and lobbying practices. He is a governmental ethics expert who contributed to drafting the Honest Leadership and Open Government Act of 2007, the STOCK Act of 2012 (prohibiting insider trading by Congress members), and continues advocating for ethics improvements like the Transparent Representation Upholding Service and Trust in Congress Act (banning congressional stock trading) and restrictions on presidential inaugural donations. Previously serving as Senior Policy Analyst at the Brennan Center for Justice at New York University School of Law, Holman has testified frequently before U.S. Congress, the European Parliament and Commission, and federal agencies. He has lectured on political corruption, ethics, and lobby reform in Brussels, Prague, Italy, and Brazil (including State Department-sponsored talks in 2016 ahead of U.S. elections). Holman has authored or co-authored key studies on money in politics, including 'Buying Time 2000,' 'The Price of Justice,' and contributions to works on lobbying reform in the U.S. and EU. He assisted as a researcher and expert witness defending the Bipartisan Campaign Reform Act of 2002 (BCRA) and state-level reforms in court. Active on social media as @CBHolman (contact: CHolman@citizen.org), he critiques corporate influence peddling, as seen in his comments on Trump-Vance inaugural funding. In early 2024, Holman survived a severe car crash in Washington, DC, involving multiple fractures and surgeries, yet persists in reform efforts.
