The Counter Terrorism Evaluation Group (CTEG), initially proposed as the Policy Counter Terrorism Evaluation Group (PCTEG) in a November 26, 2001 action memo from the Assistant Secretary of Defense for International Security Affairs, was a small, two-person Pentagon intelligence unit created after 9/11 by Deputy Secretary of Defense Paul Wolfowitz under Secretary of Defense Donald Rumsfeld and assembled by Under Secretary of Defense Douglas Feith. Consisting of David Wurmser and F. Michael Maloof, the group functioned as a 'Team B' for alternative analysis, searching raw CIA and DIA intelligence for potential links between al-Qaeda and Iraq, as well as connections to state sponsors of terrorism. Despite existing intelligence resources, their activities contributed to policy advocacy for the Iraq War and were later absorbed into the Office of Special Plans.
