In March 2009, Spanish Judge Baltasar Garzon ordered a criminal investigation of six Bush administration officials — collectively known as the 'Bush Six' — for providing legal cover for torture at Guantanamo Bay. Douglas Feith was one of the six, alongside Alberto Gonzales, John Yoo, William Haynes II, Jay Bybee, and David Addington. The case was based on universal jurisdiction principles, filed on behalf of former Guantanamo detainees. Feith was the only one to publicly respond, calling Spain's claims 'a national insult with harmful implications.' The case was assigned to Judge Eloy Velasco, who ultimately did not pursue it. Spain's 2014 reform of universal jurisdiction law further limited prosecution.
