Brooke Leslie Rollins is an American attorney, policy advisor, and nonprofit executive who serves as President and CEO of the America First Policy Institute. Born on April 10, 1972, in Glen Rose, Texas, she grew up in a rural Southern family and developed an early interest in agriculture and public policy. Rollins earned a bachelor's degree in agricultural development from Texas A&M University in 1994 and a Juris Doctor from the University of Texas School of Law in 1997. Her early career focused on Texas state government, where she served as deputy general counsel and policy director under Governor Rick Perry, contributing to education and economic reforms. From 2003 to 2018, Rollins led the Texas Public Policy Foundation as president and CEO, expanding it into a major conservative think tank advocating for free-market policies, school choice, and limited government.
