Bijan Rafiekian (also known as Bijan Kian), born January 15, 1952, is an Iranian-American businessman who has held influential roles in U.S. government and international trade, including serving on the board of directors of the Export-Import Bank of the United States (EXIM Bank). He co-founded the Flynn Intel Group with retired U.S. Army Lieutenant General Michael Flynn, focusing on intelligence, lobbying, and consulting services. Rafiekian gained prominence due to a high-profile legal case in which he was indicted in 2018 on charges of acting as an unregistered agent of Turkey and conspiracy, related to a 2016 lobbying effort to influence U.S. policy regarding Turkish interests, particularly the extradition of Fethullah Gülen. He was initially convicted in 2019, but the conviction was vacated on appeal. In 2023, the U.S. Department of Justice moved to dismiss the indictment, and it was dismissed with prejudice by the district court, effectively ending the case.
