The American Workforce Policy Advisory Board (AWPAB) is a federal advisory committee established pursuant to Executive Order 13845 signed by President Donald Trump on July 19, 2018, which created the President's National Council for the American Worker. Launched as a public-private partnership in 2019, the board advises on workforce development and skills training policies in the United States, focusing on addressing the skills gap through demand-driven education, training, and re-training initiatives. Co-chaired by Ivanka Trump, Advisor to the President, and Wilbur Ross, Secretary of Commerce, the AWPAB involves leaders from business, education, labor, and government. It aims to encourage private sector and educational institutions to invest in apprenticeships, work-based learning, and lifelong learning opportunities to prepare American workers for high-demand jobs. Notable members include Stephen A. Schwarzman, CEO of Blackstone, and U.S. Chamber of Commerce CEO Thomas Donohue. The board held its inaugural meeting on March 6, 2019, and comprises up to 25 members representing diverse sectors. In its first year, it released recommendations on topics like interoperable learning records (ILRs) to enhance skills transparency and hiring efficiency, and facilitated commitments from over 200 companies to train or retrain more than 6.5 million workers. Operating under the Federal Advisory Committee Act (FACA) and housed within the Department of Commerce, the AWPAB emphasizes data-driven approaches to workforce challenges, such as improving job data transparency and promoting multiple pathways to family-sustaining careers, while addressing projected shortages like 4.6 million manufacturing jobs over the next decade. While active during the Trump administration, its initiatives on skills-based hiring and lifelong learning continue to inform broader discussions on the future of work.
