H.E. Dr. Ahmad Mohammed Al-Sayed is a prominent Qatari government official and business executive with extensive experience in investment, economics, and sovereign wealth management. He holds a PhD from the University of Oxford, an MBA from the TRIUM Global Executive MBA program (NYU Stern, LSE, HEC Paris), an LLM in Banking & Financial Law from Boston University, and a Bachelor's in Law and Sharia from Qatar University. In 2019, he received an honorary DLitt from Swansea University for contributions to international development.
Al-Sayed served as CEO of the Qatar Investment Authority (QIA) and Qatar Holding from circa 2013 to 2014, playing a pivotal role in building Qatar's sovereign wealth fund and overseeing investments worth tens of billions, including the $2 billion acquisition of Harrods (2010), stakes in Tiffany, LVMH (1% stake as sixth largest shareholder), Credit Suisse, Barclays, Iberdrola Energy, and Heathrow Airport, as well as engineering major deals like the VW-Porsche merger and Xstrata-Glencore merger. Prior to his CEO role at QIA, he joined as general legal counsel and advanced through leadership positions. He also served as Executive Chairman of Harrods LHD in the UK.
From 2017 to early 2024, he was Minister of State and Chairman/Managing Director of the Qatar Free Zones Authority (QFZA), overseeing the creation of free zones that attracted major global companies. He chaired the Doha Fund for Development (SME), served on boards of the Investment Promotion Agency and Qatar Development Bank, was Vice Chairman of the Qatar Stock Exchange, and held positions on boards including Qatar National Bank, Canary Wharf Group, Volkswagen Group, and Arab International Bank. Al-Sayed was also a member of the Supreme Council for Economic Affairs and Investment.
Currently, he serves as Minister of State for Foreign Trade Affairs (appointed November 2024) and Group CEO of QatarEnergy, making him a key figure in Qatar's sovereign wealth management, global investment strategy, and energy sector leadership.
